They get so many of the big international acts but the atmosphere sucks, it's over-priced, the staff is rude and half the time it's some lame lite-soul or R&B act that doesn't play jazz. I saw Elvin Jones there before he died and it was worth it, but generally it's best avoided. Real jazz fans know where else to go in Tokyo for a good live session.
